
Andrey Atanassov Gurov was appointed as head of the Caretaker Government by Decree № 57 of 19 February 2026 of the President of the Republic of Bulgaria.
Between July 2023 and the date of the appointment Andrey Gurov served as a Deputy Governor of the Bulgarian National Bank with the portfolio of the Issue Department and was a member of the Governing Council of the central bank.

Andrey Gurov holds a PhD in Economics from the University of Vienna with a dissertation on the Basel II international regulatory framework.
Between 2010 and 2021 Andrey Gurov was a lecturer and senior assistant professor at the Business Administration Department of the American University in Bulgaria (AUBG) where he taught corporate finance, risk management and business valuation. He conducted classes at the FH Wien University of Applied Sciences (Austria) and a Master’s Program of the SDA Bocconi School of Management and the AUBG.
Andrey Gurov’s professional experience in the banking sector includes career as a director of the Credit Risk Control Department at the Volksbank Group in Vienna and as a credit analyst at Harris Bank, Chicago.
