
Alexander Pulev was born on February 5, 1981, in Plovdiv. He holds a Master’s degree in Finance from the University of Oxford and a Bachelor’s degree in Information Systems and Finance from the University of Maine, USA.
His professional career includes positions at UniCredit, where he served for four years as Director of Investment Banking; the European Bank for Reconstruction and Development (EBRD), where he worked for six years as a Principal Banker; and as Manager of Deal Advisory at Ernst & Young.
He has also worked in international companies such as Citigroup Global Markets, Brown Brothers Harriman, and General Electric.
Alexander Pulev has extensive experience in project finance and in structuring transactions ranging from equity investments to the syndication of hybrid and senior debt. He managed the portfolio of start-up companies at Bulbank and served as coordinator of the EBRD’s venture capital program for the Balkans.
In public administration, he has held key positions, including Deputy Minister of Transport and Communications (2021) and Minister of Innovation and Growth in two consecutive caretaker governments (2022–2023), where he worked to support businesses and attract investment.
