Rositsa Karamfilova-Blagova - Minister of Environment and Water

Rositsa Karamfilova is an expert with over 20 years of experience in environmental management. In 2022-2023 she was the Minister of Environment and Water in two caretaker governments in a row. From 2023 to 2025 she was the environmental advisor of the President of the Republic of Bulgaria. At this time, she is the Executive Director of the Executive Agency for Environment and a member of the Management Board of the European Environment Agency (EEA).

 

Rositsa Karamfilova was the head of International Programs and Projects and Strategies and Programs departments. She has extensive experience in the management of national and international projects in the field of environment.

 

In 2001 Rositsa Karamfilova graduated as an engineer with a Master’s Degree in Ecology and Environmental Protection from the University of Chemical Technology and Metallurgy (UCTM), Sofia. In 2007 she was awarded a Doctor’s Degree in the same field of science with a dissertation paper on the innovative treatment of waste bioproducts. She completed a Master’s Course in Industrial Management.

 

Rositsa Karamfilova was a full-time lecturer at the UCTM, Sofia (2011-2012 and 2023-2025). She is the author of many scientific texts in specialized publications.

 

Languages: fluent in English and Russian.
