
Dimitar Stoyanov is a Reserve Colonel with more than 25 years of service in the Bulgarian Air Force, including as Chief of Staff of the Air Force. He possesses extensive senior-level management experience in public administration, having served as Minister of Defence (2022–2023), Secretary General to the President, and Secretary for Security and Defence.
He is a leading expert in strategic planning and the initiator of the Helicopter Emergency Medical Services (HEMS) project and the concept for aerial firefighting capabilities.
Dimitar Stoyanov graduated from “Georgi Benkovski” Bulgarian Air Force Academy, Rakovski National Defence College in Sofia, and the Maxwell Air War College in the USA.
Fluent in English and Russian.
